Allowances for mothers and children in Russia 

Families with children and young mothers in 2023 will have new opportunities to realize maternity capital.

According to the Ministry of Labor, maternity capital will be indexed by 12.4% next year. The increase will occur from February 1, 2023 and will be:

– 589,500 rubles for the first child (an increase of 65,000 rubles compared to 2022);

– 780,000 rubles for the second child (an increase of 85,900 rubles compared to 2022).

If the maternity capital for the first child has already been received, then the payment for the second child next year will be equal to 189,500 rubles. This is more by 20,900 rubles than this year.

The terms of the monthly payment from the mother capital will change slightly in 2023. The average per capita income of a family will be compared with two subsistence minimums per capita in the region.

The list of incomes is also being clarified. The amount of the allowance will remain the same — 100% of the regional subsistence minimum for children. A comprehensive need assessment is not applied for this payment. This will not change in the next 2023: family property and the zero-income rule will not be applied. The money will be credited in addition to the universal allowance from the budget.

The Russian government has allowed the use of maternity capital funds to pay for the services of private teachers, non-state kindergartens and schools. The corresponding resolution was signed by Prime Minister Mikhail Mishustin.

To pay for educational services, parents need to submit an application and provide a contract concluded with an individual entrepreneur for the provision of educational services. You can submit documents at the Pension Fund or the branches of the MFC, as well as through the portal of public services or the website of the Pension Fund of Russia.

It should be noted that an individual entrepreneur whose services will be paid for with the funds of the maternity capital must have a state license for educational activities.

To choose a method of disposing of the funds of the mother capital, you must submit an application. This can be done in the FIU's client service, in the MFC, as well as through the public services portal or on the Pension Fund's website. In case of remote registration, the owner of the maternity capital certificate will have to provide the original contract, since there is no data exchange between the FIU and individual entrepreneurs. At the same time, employees of the Pension Fund will check the availability of a license for educational activities on their own.

The new payment will be available to women who registered early for pregnancy, as well as parents of children under 17 years of age. The single allowance will unite a number of social support measures that are in force today for needy families. The payment will be made by the Social Fund of Russia, which will start working from January 2023.

According to the approved rules, a single benefit will be awarded to families with incomes below the regional subsistence level per person. In order for those who need it to receive the payment, a comprehensive assessment of family income and property is applied during registration.

The amount of the allowance also depends on income. It will amount to 50%, 75% or 100% of the regional subsistence minimum for an adult or child, depending on the basis on which the allowance is established. On average, in Russia, the payment for children will be from 7 thousand to 14 thousand rubles per month. For pregnant women, the corresponding amount will be from 7.8 thousand to 15.7 thousand rubles per month. Now expectant mothers receive 50% of the subsistence minimum.

With the introduction of a single allowance, a transitional period is provided. Families have the right to keep the previous payments until the end of the period of their assignment or switch to a new allowance. Parents of children under three years of age born before 2023 are entitled to receive payments under the old rules until the child reaches the age of three.

Thanks to the introduction of a unified benefit in Russia, comprehensive targeted support will be built for families with children from early pregnancy until the child reaches 17 years of age. The unified rules will make the provision of payments easier and more understandable for families, and the transition period will allow parents to smoothly transition from the benefits established today to the new unified one.

It will be possible to apply for benefits at the end of December on the public services portal. From January 9, applications from parents will begin to be accepted by multifunctional centers and client offices of the Social Fund of Russia.
